People gain superpowers by taking a drug called MPH. This drug allows them to run at a very high speed. So fast that they can run on water and be able to see rain drops as if they were suspended in air.
Questions:
1.) Can drugs give us superpowers?

Answers:
1.) Superpowers? No. However, drug do assist our bodies in a number of great ways to help us heal, focus and get rid of pain. Drug take advantage of how our body works to give us a desired result; usually in light of something being wrong with out bodies. There are steroids that help us get bigger and stronger but, there's a cost. There's no super soldier serum to make Captain America. There are drugs out there can can help you build strength or run a little faster but, nothing to the magnitude of having a superpower.
2.) If someone can run fast enough to not break the surface tension they would be able to run on water. The basilisk lizard is able to do it! However, for a human to run on water, we would need to be able to run ~30 m/s (67 mph) and the fastest man in the world is only able to run 10.4 m/s (23.3 mph).

3.) To run fast than rain falls would mean you have to run faster than the terminal velocity of the rain. As rain falls it will fall at a rate of gravity (9.8 m/s^2). The diameter of the rain drop will determine the terminal velocity because air will push back on the water droplet causing friction and cause there to be a point in which the drop can not accelerate to a high speed (this is the terminal velocity). a average 2 mm drop will reach a maximum speed of ~21 mph. So, if we were able to run on water, we would also be able to see rain virtually at a stand still.
